In the Southern California area, Pence has noticed an increase in the number of contracts being awarded through informal bidding. The California Uniform Construction Cost Accounting Act (the Act), with 775 participating agencies in the state, allows informal bidding procedures on projects over $30,000 and under $175,000. The California Uniform Construction Cost Accounting Commission has the authority to review force account and bidding limits and recently raised the upper limit to $175,000 from $125,000, effective July 1, 2011.

CIFAC Convinces City of Ione to formally bid restroom project

The City of Ione intended on informally bidding out the Ed Hughes Memorial Arena Restroom Project. This $160,000 project was for the installation of a new prefabricated, four-toilet facility to be located adjacent to the Ed Hughes Memorial Park. The City was signatory to the California Uniform Construction Cost Accounting Act, which allows entities to utilize informal bidding procedures on projects that have an aggregate value that does not exceed $125,000. Cal Fire Says Legislative Budget Approval Exempts Them from Bidding Rules

California Department of Forestry, now renamed as Cal Fire, has slated major projects that are being done in-house. The value of the statewide construction is more than $25 million. Inquiries from various CIFAC supporters initiated an investigation by CIFAC senior field representative Sally Riley. After obtaining documents, more questions arose.
