CIFAC Convinces City of Ione to formally bid restroom project

The City of Ione intended on informally bidding out the Ed Hughes Memorial Arena Restroom Project. This $160,000 project was for the installation of a new prefabricated, four-toilet facility to be located adjacent to the Ed Hughes Memorial Park. The City was signatory to the California Uniform Construction Cost Accounting Act, which allows entities to utilize informal bidding procedures on projects that have an aggregate value that does not exceed $125,000. Informal bidding does not require the advertising of bids; rather, public entities may choose to contact contractors on their list of qualified contractors.

Michelle Tucker, CIFAC’s Central Region Representative contacted the City and informed them that the informal bidding of this project would be in violation of State law. The total value of the project required formal bidding, including advertisement of the project in the newspaper and trade journals. Advertising is important as it provides fair and equal opportunity for contractors to submit bids on this work. After discussion with the City, Tucker was informed that this project would be formally bid per her suggestion.
