In the Southern California area, Pence has noticed an increase in the number of contracts being awarded through informal bidding. The California Uniform Construction Cost Accounting Act (the Act), with 775 participating agencies in the state, allows informal bidding procedures on projects over $30,000 and under $175,000. The California Uniform Construction Cost Accounting Commission has the authority to review force account and bidding limits and recently raised the upper limit to $175,000 from $125,000, effective July 1, 2011.

CIFAC Convinces City of Ione to formally bid restroom project

The City of Ione intended on informally bidding out the Ed Hughes Memorial Arena Restroom Project. This $160,000 project was for the installation of a new prefabricated, four-toilet facility to be located adjacent to the Ed Hughes Memorial Park. The City was signatory to the California Uniform Construction Cost Accounting Act, which allows entities to utilize informal bidding procedures on projects that have an aggregate value that does not exceed $125,000. Cal Fire Says Legislative Budget Approval Exempts Them from Bidding Rules

California Department of Forestry, now renamed as Cal Fire, has slated major projects that are being done in-house. The value of the statewide construction is more than $25 million. Inquiries from various CIFAC supporters initiated an investigation by CIFAC senior field representative Sally Riley. After obtaining documents, more questions arose.

Past President of AGC California (1980) and Lifetime National Director, Dave has served on AGC’s National Board for 15 years and as Chair of three National Committees.

Chairman of the Board of Independent Construction, McCosker has 54 years of service including: junior engineer, equipment operator, estimator, and Vice President.

One of the founding members of CIFAC, Dave has served as its President in 1978, 1995, 1996, and 1999 to the present. He has also served as Chair of the California Uniform Construction Cost Accounting Commission and as Chairman of the Board of Catholic Charities of the East Bay and has been on their Board for 13 years. Dave has a Civil Engineering Degree from the University of Santa Clara. He and his wife Sharon live in Concord. They have two sons and two daughters and nine grandchildren.  Dave enjoys hunting and gardening.

His history with Labor started at age 11 when his mother took him to the Boilermakers Local 104 Union office in Seattle where she was Secretary. At age 19, he became a Boilermaker working in shipyards from Dutch Harbor, Alaska to San Diego and many ports in between. He got into the Operating Engineers through Dutra Construction in Rio Vista in 1995 and then worked rock, sand and gravel for Vulcan and Syar Industries. Appointed OE#3's Fairfield Dispatcher in 1999, he moved on to be Business Agent/Organizer in OE#3's Sacramento office. In 2004, Steve became the Eureka District Representative. IN 2007, he took his current post as District 90 Representative in Morgan Hill and also became OE #3 Trustee. He was appointed to the CIFAC Executive Committee in 2006. Steve serves on the Valley Medical Center (San Jose) Joint Labor-Management ADR Committee. He enjoys fishing, 4-wheeling and softball.

Dave started his working career as a Laborer through Stockton’s Local 73 in 1977. After graduating from Junior College, he decided to make the Laborers Union his career. In 1987, Dave was hired as Stockton’s Business Agent. In 1994, he came to work for the Northern California District Council until 2001, when he returned to resume his former position at Local 73.

In 2004, Dave was elected Secretary-Treasurer of the counties of San Joaquin, Calaveras, and Alpine Building Trades Council (BTC), where he continues in that position today. As head of the BTC, he’s helped build a strong coalition among the trades to promote good wages, benefits and strong apprenticeship programs in the Central Valley. His focus is on building things for the community. The BTC pushed a local-hire resolution through the Stockton City Council. Dave would like to see local workers and contractors benefit from the revenue generated by the public works construction projects coming to the Central Valley.  In 2009, he became NCDCL Business Representative and in June of 2010, was appointed to the CalOSHA Standards Board.  Dave is the son of Archie Thomas who was NCDCL Business Manager from 1991 to 2000, when he passed away.

Past President of United Contractors and Board member for more than six years. President of McGuire and Hester, Michael has 18 years of service to the company as project engineer, project manager, estimator, and operations manager. Hester has been a CIFAC Board Member for four years. Michael has a Bachelor of Science Degree in Construction Management from Oregon State University. On July 1, 2011, he will begin a three-year term on the Oakland Metropolitan Chamber of Commerce Board of Directors.  He and his wife Janice live in Alamo. They have four children.  He enjoys family time, basketball, fishing, hunting, and the great outdoors.
